PROPAGANDA. The Union and its members shall refrain from any propaganda which may be detrimental to the character or reputation of the Company, its directors or supervisory staff. The Company, its directors or supervisory staff shall refrain from any propaganda which may be detrimental to the character or reputation of the Union, its officers and members. However, it is mutually agreed that neither the Company nor the Union will be held responsible for the actions of an employee as an individual.
PROPAGANDA. The Contractor agrees that none of the funds paid through this contract shall be used directly or indirectly, including by subcontractors, for publicity or propaganda purposes within the United States not heretofore authorized by the Congress. (Sec. 718)

Subgrantee certifies that no funds provided pursuant to this Agreement will be used for publicity or propaganda purposes, for the preparation, distribution, or use of any kit, pamphlet, booklet, publication, radio, television, or video presentation designed to support or defeat legislation pending before Congress or the Illinois General Assembly; and further certifies that no funds provided pursuant to this Agreement shall be used to pay the salary or expenses of any person which salary or expenses are related to any activity designed to influence legislation or appropriations pending before Congress or the Illinois General Assembly.
