Programs and Functions. The Land Bank shall endeavor to carry out the powers, duties, functions and responsibilities of a land bank under the Land Bank Act consistent with this Contract, including, but not limited to, the power, privilege and authority to acquire, manage and dispose of interests in Real Property, and to do all other things necessary or convenient to implement the purposes, objectives and provisions of the Land Bank Act and the purposes, objectives and powers delegated to a land bank under other laws or executive orders.

The County Authority shall endeavor to carry out the powers, duties, and functions, and responsibilities of an authority under the Land Bank Act consistent with this Agreement, including, but not limited to, the power, privilege, and authority to acquire, manage, and dispose of interests in property, and doing all other things necessary or convenient to implement the purposes, objectives, and provisions of the Land Bank Act and the purposes, objectives, and powers delegated to a County Authority under other laws or executive order.

The Tri-COG Land Bank shall endeavor to carry out the powers, duties, functions and responsibilities of a land bank under the Land Banks Act consistent with this Agreement, including, but not limited to, the power, privilege and authority to acquire, manage and dispose of interests in Real Property, and to do all other things necessary or convenient to implement the purposes, objectives and provisions of the Land Banks Act and the purposes, objectives and powers delegated to a land bank under other laws or executive orders.
Programs and Functions. The Authority shall endeavor to carry out the purposes of this Agreement by facilitating the financing and the provision or arrangement of specific Health Care Services for the At Risk Population and secondarily for other residents throughout the Region, as determined by the Authority Board; by actions to maximize revenues for the Health Care Safety Net; and by enhancing the efficiency and effectiveness of the Health Care Safety Net. Nothing contained in this Agreement shall be construed to preclude or limit in any way the Authority from providing or arranging for the provision of Health Care Services to individuals with
(a) Adopt a Strategic Plan for the Health Care Services for those individuals served by the Health Care Safety Net that places a high priority on the development, expansion and preservation of primary and preventative care services for the At-Risk Population in Detroit and ▇▇▇▇▇ County.
(b) Seek additional government and private funds for Health Care Services.
(c) Receive and disburse public and private funds for the provision of Health Care Services and reserve funds for the development, expansion and preservation of primary and preventative care services for the At-Risk Population in Detroit and ▇▇▇▇▇ County.
(d) Strive to assure that individuals receive appropriate and quality Health Care Services in a way that will maximize efficiency and efficacy.
(e) Establish a defined and accountable set of resources and services to care for the At-Risk Population.
(f) Seek to expand the number and location of primary care access points to serve the At-Risk Population with the goal of facilitating the development of fifteen (15) new access points within the next ten (10) years.
(g) Provide health services management and tracking as a core component of the delivery system to coordinate the provision of Health Care Services.
(h) Implement a delivery system able to enhance federal and other funding and reduce duplication.
(i) Significantly Expand preventive health services for the At Risk Population.
Programs and Functions. The Corporation’s early childhood programs and functions include, without limitation, the following:
(a) The provision of information and assistance regarding any of the following:
(i) early childhood development and education for children from birth through age eight;
(ii) the design of quality early childhood programs;
(iii) educational opportunities and qualifications for child-care providers and educators;
(iv) community activities to promote early childhood development and education;
(v) statistics regarding children receiving early childhood development and education services;
(vi) information for parents or guardians regarding early childhood development;
(vii) community-based systems for the delivery of services related to early childhood development and education; and
(viii) resources for persons seeking to implement early childhood programs.
(b) Seeking, accepting, and expending moneys to fund early childhood programs and functions.
(c) Attempting to assure a long-standing and sustained focus on early childhood development and education within this State.
(d) Encouraging public and private commitment to early childhood development and fostering public-private partnerships.
(e) Enhancing coordination and encouraging consolidation of efforts to advance early childhood development and education.
(f) Providing Persons, including, but not limited to, parents, guardians, educators, and other caregivers, education in early childhood development and education skills.
(g) Assisting efforts to expand access to quality early childhood development and education programs and services to all children and their families in this State.
(h) Assisting in the development of strategic plans relating to early childhood development and education to better serve young children and their families.
(i) Informing Persons in this State of evidence-based, research-effective strategies that are important in facilitating early childhood development and education.
(j) Promoting and maintaining this State as a leader in childhood development and education research, innovation, program evaluation, and advocacy.
