Professional Development. 1. The Board and the Union shall establish a Joint Professional Development Fund for the purpose of promoting professional development of the teaching staff of the School District. 2. Each September 1 the Board shall contribute $30,000 to the Joint Professional Development Fund. 3. In addition to F.23.2, the Board agrees that there will be an allocation of one teacher-teaching-on- call (TTOC) day per FTE teacher on staff on September 30 for costs of teachers-teaching-on-call (TTOC) for those teachers granted any professional development leave of absence, in the form of a budget account at the Board office. 4. Professional Development. 1. A. The Board Association and the Union shall establish a Joint Professional Development Fund Board recognize the importance of ongoing curriculum development, school improvement, effective schools and other similar descriptors for the purpose of promoting improving student performance and meeting state and federal mandates. Both parties pledge their total support of the time and efforts to accomplish goals adopted by the Board. Participation during the workday may be required of teachers with expertise and knowledge of the aforementioned descriptors. Participation beyond the regular workday is voluntary.
1. The Administration and Association representatives shall meet and confer with the intent to mutually agree on a schedule for professional development days throughout the school year when they meet and confer on the calendar. These will be days when students are not present. Professional Development is subject to change with agreement between the Board of Education and the teaching DEA. It is for the entire staff to plan, brainstorm, coordinate and be trained on improvements that will directly enhance the educational experiences of students in Dansville Schools. The District School Improvement Team (DSIT), will recommend, plan, and implement the Professional Development programs. The DSIT will establish the delivery of programs focused on the District strategic plan which is based on the state School DistrictImprovement Framework.
2. Each September 1 the Board shall contribute $30,000 to the Joint Professional Development FundStaff development time will not be used for grading papers, visiting or personal errands.
3. In addition All faculty members are required to F.23.2, the Board agrees that there attend and participate in professional development. Exceptions will be an allocation of one teachergranted by the building administrator. If a faculty member is unable to attend a district-teaching-on- call (TTOC) day per FTE teacher on staff on September 30 for costs of teachers-teaching-on-call (TTOC) for those teachers granted any provided professional development leave session, he/she shall submit a written request to be excused to their building administrator three (3) workdays prior to the staff development day. The building administrator will respond in writing within one (1) day. A record of absencethese exceptions will be maintained. Faculty members who miss half days of professional development shall have a half day deducted from their paid time off (PTO) and, in if needed, may be required to complete professional learning on their own time and expense to meet the form state’s mandated 30 hours of a budget account at the Board officeprofessional development annually.
4. The Board and the Union shall establish a Joint Professional Development Committee for the following purposes:

b. to administer the Joint Professional Development Fundprogram or committee.
5B. PROFESSIONAL LEAVE
1. The ▇amount of thirteen thousand ($13,000.00) in each of the two (2) years of this contract shall be allocated from Board monies to be used for the payment of the expenses of Bargaining Unit Members who are attending approved professional meetings, and/or workshops, and/or school visitations. The annual allocation shall be divided on a January 1, and July 1, basis.
2. A professional leave fund shall be included in the budget for each building. A total of $30,000 shall be distributed to the four buildings as follows: 7/1 through 12/31 1/1 through 6/30 High School $5,000.00 $5,000.00 Middle School $5,000.00 $5,000.00 ▇▇▇▇▇▇ Teachers Professional Development Fund Elementary $2,500.00 $2,500.00 Little Hocking $2,500.00 $2,500.00 These funds will be utilized at the discretion of the building principal. Professional Development. (1. The Board and the Union shall establish a Joint ) A Professional Development Fund ("Fund") shall be established to support the Professional Development of Teachers so as to improve the quality and relevance of education for the purpose students in Nunavut.
(2) The Fund shall consist of promoting professional development 4.5% of the teaching staff gross Basic Salary of Association members to whom this agreement applies, calculated at the start of each school year.
(3) Any money remaining in the Fund, at either the Nunavut or school level at the end of either the fiscal or school year shall not lapse but shall be retained for future use.
(4) The Professional Development Fund will be credited with the rate of return the Nunavut Government earns on its own investments. The interest earned is in addition to the formula allocation and is the property of the School District.

4. The Board and the Union shall establish a Joint Professional Development Committee parts with allocations for the following purposes:
a. to develop policies which promote and ▇▇▇▇▇▇ the professional development of teachers, and,
b. to administer the Joint (1) Nunavut - wide special Professional Development Fundactivities (20%)
(2) Annual professional leaves with or without Allowances (20%)
(3) Short term Professional Development activities (15%)
(4) School and individual Professional Development activities (25%)
(5) Employment of Professional Development Staff (15%)
(6) Opportunities for Teachers to learn the languages in the bilingual language of instruction model(s) selected by the District Education Authority (5%).
5(1) The structures and guidelines developed by the NPIC and School Professional Improvement Committees shall enable all educator voices to be heard and reflect the linguistic and cultural context of Nunavut. School Professional Improvement Committees will be formed in each school. Each School Professional Improvement Committee will include one (1) member who is the Principal or Vice-Principal of that school.
(2) Professional Development initiatives shall be directed by Teachers and linked to one (1) or more of the following:
(a) an activity that will improve student learning in the Teacher’s classroom;
(b) school and professional growth plans for the Teacher;
(c) the Teacher Evaluation work plan; and
(d) school improvement process. Professional Development initiatives that are repetitive in nature will not be approved by the Professional Improvement Coordinator. Continuous progress in Professional Development activities by the Teacher needs to be evident. The ▇▇▇▇▇▇▇ Teachers Department of Education and NTA will have input into Professional Development.
(3) The Principal shall ensure that Professional Development Fund shall activities are available and undertaken in accordance with the Education Act.
(4) Such activities may be administered held face-to-face, by distance education, through correspondence or other means, which is practical given the geography and context of Nunavut. Professional Development opportunities within Nunavut will be given priority. A Teacher who applies for Professional Development opportunities outside of Nunavut must provide evidence in the Professional Development application that the learning cannot be accessed or organized in Nunavut. Applicants will also be required to have a Southern Travel Authorization authorized by the Joint Deputy Minister.
(5) These activities may include school conferences, multi-school regional/territorial conferences, school level activities, as well as individual activities. School Professional Improvement Committees, within the guidelines developed by the NPIC in consultation with Teachers throughout Nunavut and with the assistance of the Professional Improvement Coordinator, shall decide on any multi- school/regional/territorial conference venue, dates and format. Where any Committee has approved an application for Professional Development, the Department of Education will not unreasonably withhold approval for leave.
(6) The NPIC Coordinator will provide an overview of the Professional Development Committeeactivities undertaken by Teachers in each school with an emphasis on how each professional activity will improve student learning. A copy of this report will be given to each school Principal for his/her school by the end of the School Year. The NPIC Coordinator shall provide this report to the NTA President and the applicable Executive Director. The Principal shall provide this report to the applicable District Education Authority as part of the Principal’s year-end report.
a. (7) The Joint Professional Development NPIC Committee shall be chaired provided with a copy of the NPIC fund audit prior to the signing of the audit, and shall have the opportunity to provide comments to the NTA and/or the NPIC fund auditor. The NTA shall sign the NPIC fund audit.
(8) If Regional or Nunavut-wide Professional Development conferences are being planned they will be planned in a cooperative and collaborative manner with the NPIC Committee, the NTA and the Department of Education.
(9) All Professional Development which requires leave during the Academic Year outside of the scheduled Professional Development week will only be granted if approved by the Union’s Professional Development Chairperson and shall consist Department of two (2) representatives of the Board and three (3) representatives of the UnionEducation.

5Committee shall be composed of equal numbers appointed by the Teachers and the Board. Professional Development. 1The Committee and the Association on behalf of the teachers recognize their respective statutory obligations regarding professional development as set forth in Massachusetts General Laws Chapter 71, Sections 38G and 38Q, as amended from time to time. In furtherance of the current statutory obligations, the Committee will offer locally developed options related to teacher professional development plans for certification offered at no cost to the teachers. The Board locally developed options may include in-service courses, workshops and the Union shall establish a Joint Professional Development Fund for the purpose of promoting other professional development of the teaching staff of the School District.

The Joint Superintendent, one (1) teacher from the pro-kindergarten program, one (1) teacher from each elementary school, two (2) teachers from the Middle School, two (2) teachers from the Junior High School two (2) teachers from the High School and one (1) teacher from the Special Education Department. Teacher representatives on the Professional Development Committee shall be chaired elected by the Union’s staff in their respective buildings and elections shall take place every three (3) years commencing in September of 1999. The Professional Development Chairperson and Sub-Committee shall consist of seven (7) members from the Professional Development Committee including one (1) elementary administrator, one (1) secondary administrator, one (1) teacher from the pre-kindergarten program, one (1) teacher from the elementary school level, one (1) teacher from the Middle School, one (1) teacher from the Junior High School one (1) teacher from the High School. Teacher representatives on the Professional Development Sub-Committee shall be designated by vote of the Professional Development Committee. The Professional Development Committee and the Professional Development Sub-Committee, comprised of volunteers, will normally meet outside of the school day, however, meetings may be called during the day as necessary with prior approval of the Superintendent. The Professional Development Committee and the Professional Development Sub-Committee will have the following responsibilities: assist in defining and identifying the professional development needs of teachers and administrators. assist in planning, developing and prioritizing the district’s professional development plan; assist in monitoring the locally developed options related to individual professional development plans for certification and the identification of outside sources of support for the district’s professional development plan; make recommendations to the Superintendent regarding the scheduling and content of early release and professional days; assist in developing the assessment process/product used by teachers in satisfying re-certification requirements; and provide review of an individual professional development plan that has been disallowed by that teacher’s principal, at the sole request of the individual teacher. The results of that review will be confidential to the teacher, who will then have the option to use the review as part of an appeal to the Superintendent of Schools. The Superintendent may use the review as part of the appeal process, but will retain all rights and obligations he may have under relevant Department of Education regulations. Opportunities to serve as instructors for in-service courses or workshops shall be posted in every school building at least ten (10) days in advance of the date for selection of the instructor, and a copy of such posting shall be given to the President of the Association. During the summer months, such postings shall be made at the Central Office with a copy mailed to the President of the Association. If a teacher is selected as an instructor for an in-service course, workshop or other professional development activity, they shall be compensated at the rate of seventy-five dollars ($75.00) per hour for presentation time outside of the school day. For in-service courses, workshops or other professional development activities taught by two (2) representatives or more teachers, total compensation for all teachers shall not exceed one hundred twenty-five dollars ($125.00) per hour for presentation time outside of the school day. For instruction during the regular work day, the rate of compensation shall be thirty-five dollars ($35.00) per hour for preparation time, not to exceed the length of presentation time. For in-service courses, workshops or other professional development activities taught by two (2) or more teachers, total compensation for all teachers shall not exceed seventy-five dollars ($75.00) per hour for preparation time during the regular work day, not to exceed the length of presentation time. Individual teacher participation in the locally developed professional development activities, whether as an instructor or a course participant is voluntary. The Agawam School Committee will reimburse up to $450.00 per year (September-August) costs toward individual courses for credit, workshops and other activities supporting the re-certification of each teacher that are approved in advance by the Superintendent of Schools. The teacher requesting said reimbursement shall request approval at least fourteen (14) days prior to the expected date of the course or workshop and will provide sufficient information to the Superintendent for his/her review. Approved activities should directly relate to the re-certification of the teacher and the needs of the Agawam Public Schools. Upon completion of a course and prior to receiving reimbursement, the teacher shall provide evidence to the Superintendent that she/he received a grade of “B” or better in the course; along with a receipt for proof of payment on the course taken. Upon completion of a workshop or other activity, the teacher shall provide evidence of attendance to the Superintendent. NATIONAL BOARD CERTIFICATION – Teachers who are in the process of fulfilling the requirements for National Board and Certification will be allowed three (3) representatives of the Union.

School-based 11.3 Each year the Professional Development Committee shall present an action plan to the Board of School Trustees at the regular October board meeting which describes how the committee will operate for that school year and how teachers will access the funds. The action plan shall include any forms that will be used and a description of how decisions will be made. Further, the committee shall provide the Board with a full disclosure of all payments made from the fund in January and in June.
11.4 The Superintendent's office will make the professional development funds accrued by teachers who retire fund available to the committee through the regular purchase order process. All purchase orders presented to the Superintendent's office for payment shall include:
a) A bonafide invoice or otherwise leave other appropriate documentation to substantiate the employ reimbursement of payment.
11.5 The Superintendent's office will provide the committee with a monthly accounting of the districtfunds expended, will remain encumbered and the balance available.
11.6 All decisions of the Professional Development Committee shall be final. They shall not be subject to the grievance process contained in this Agreement or further actions of the school-based professional development fundBoard.

Professional Development. 1The parties recognize the benefits to be gained from providing part-time faculty members with the opportunity to increase their academic and professional competencies, particularly as they enhance teaching quality. The Board and the Union Employer shall establish a Joint Professional Development Fund for the purpose of promoting professional development assisting part-time faculty members in their pursuit of research, study, and other activities. In the first year of the teaching staff collective agreement the Employer shall allocate the equivalent of the School District.
2. Each September 1 the Board shall contribute $30,000 ten courses to the Joint Professional Development Fund.
3. In addition This allocation shall be increased to F.23.2the equivalent of eighteen courses in the second year of the collective agreement and to the equivalent of twenty-one (21) courses in the third year. A part-time faculty member who has acquired twenty-four (24) or more credits of seniority at University and who is not on leave, shall be eligible to apply for professional development funds. Annually, unspent monies shall be retained in the Board agrees that there will be an Professional Development Fund to a maximum of one-third of the monies allocated in The allocation of one teacher-teaching-on- call (TTOC) day per FTE teacher on staff on September 30 for costs of teachers-teaching-on-call (TTOC) for those teachers granted any professional development leave of absence, in the form of funds shall be determined by a budget account at the Board office.
4. The Board and the Union shall establish a Joint Professional Development Committee for the following purposes:
a. to develop policies which promote and ▇▇▇▇▇▇ the professional development of teachers, and,
b. to administer the Joint Professional Development Fund.
5. The ▇▇▇▇▇▇▇ Teachers Professional Development Fund shall be administered by the Joint Professional Development Committee.
a. The Joint Professional Development Committee shall be chaired by the Union’s Professional Development Chairperson and shall consist of two (2) representatives members of the Board and three (3) representatives of the Union.
b. The Chairperson of the Joint Professional Development Committee and a representative of the Board shall bargaining unit to be co-signers of all cheques disbursed selected by the Committee.
c. The Joint Professional Development Fund shall be subject to audit every second year commencing in Association, one full-time faculty member and the 2015-16 school year.
d. The Joint Professional Development Committee shall be entitled to use up to thirty (30) teacher-teaching-on-call (TTOC) days from the Joint Professional Development Fund as per Article F.23.2, for the purpose of meeting and/or conducting committee business.
6. The Joint Professional Development Committee shall adhere to the following principles:
a. teachers shall participate in professional development on a voluntary basis;
b. opportunities for professional development activities shall be distributed as equitably as possible.
7. The Joint Professional Development Fund will not be required to finance curriculum implementation in the District.
8. The Board shall allocate to the budget of each school $50 per teacher for the purpose of promoting professional development. These funds shall be administered and tracked by a school based professional development committee consisting of:
a. the elected Staff Professional Development Representative and,
b. the Chairperson of the School Staff Committee or, in the absence of a Chairperson of the School Staff Committee, an elected Associate Vice-▇▇▇▇▇▇▇ Teachers’ Association designate and,
c. the Principal , Academic Research or designate. The Committee shall allocate funds to a wide variety of academic activities such as attending or organizing conferences, seminars, workshops, completing a dissertation, engaging in a research project, etc.
a. , across faculties and disciplines. The specific criteria and procedures for the distribution of the Professional Development Fund shall be established by the Committee. The Committee shall be established within thirty (30) days of the signing of this agreement. In the event of that a school closurepart-time faculty member is allocated remuneration equivalent to a three (3) credit course or multiple thereof, the total schoolpart-based professional development funds remaining time faculty member shall sign a teaching contract for each such amount. The contract shall read as follows: "The part-time faculty member is exempt from the obligations of this teaching contract in as much as the member is benefitting from the support of the Professional Development Fund, A part-time faculty member who benefits from the support of the Professional Development Fund shall provide a written report on the date of the school closure shall be transferred activities undertaken, to the Joint Professional Development Committee Fund by August 30 with a copy to the Department Head, within sixty (60) days of that calendar year.
b. School-based the completion of the activities. If the support of the professional development funds accrued by teachers who retire or otherwise leave the employ fund is granted as part of the districtteaching load, will remain the part-time faculty member shall acquire the appropriate seniority. Professional development activities should in no way prevent a part-time faculty member from fulfilling the schoolterms of contractual obligations unless the part-based professional development fundtime faculty member chooses to take a leave in order to undertake these activities.

Professional Development. 1. 58:01 The Board shall establish an Office, Clerical and Technical Professional Development Committee. This committee will be comprised of up to three members of the Union shall establish a Joint Professional Development Fund for the purpose of promoting professional development and up to three members of the teaching staff of the School District.

b. (a) The Board agrees to administer the Joint provide one Board-wide Professional Development FundDay per school year calendar for all permanent and probationary members covered by this agreement.
5. The ▇▇▇▇▇▇▇ Teachers (b) To have input into the scheduling of the Board-wide Professional Development Fund Day, the bargaining unit president, or designate, shall be administered by a member of the Joint school year calendar committee.
58:03 The OCT Professional Development Committee, in conjunction with Human Resources, will be responsible for the provision of in-service on one Board-wide Professional Development Day per school year calendar for all permanent and probationary Members covered by this agreement.
a. 58:04 The Joint Professional Development Board shall provide release time for Members of the PD Committee for meetings of the committee held during working hours. Release time granted under this article shall not exceed a total of fifteen (15) days during each September to August period.
58:05 The committee shall be chaired responsible for allocating any funds provided by the Union’s Professional Development Chairperson and shall consist of two (2) representatives of the Board and three (3) representatives of the Union.

58:06 Permanent, probationary and Long Term Temporary employees who would not normally work on the scheduled PD day shall be distributed as equitably as possiblepermitted to reschedule their days of work, following consultation with their immediate supervisor, in order that the PD day becomes a working day. Employees who reschedule their working days and attend the PD day shall be paid for the day.
7. The Joint 58:07 Provided that there is space available at the Professional Development Fund Day venue, casual employees may be permitted to attend the professional development day activities. Requests from casual employees to attend the professional development day will be considered on a first come, first served basis. It is understood that casual employees will not be required to finance curriculum implementation in paid for attending the DistrictPD Day.

a. In the event of a school closure, the total school-based professional development funds remaining on the date of the school closure shall be transferred to the Joint Professional Development Committee Fund by August 30 of that calendar year.
b. School-based professional development funds accrued by teachers who retire or otherwise leave the employ of the district, will remain in the school-based professional development fund.
