Process for Formal Amendment. Formal amendments will involve the same process that was required for the original approval of the Plan. In most cases, an amendment will require public review and comment, CEQA and NEPA compliance, and intra-Service Section 7 consultation. Amendments will be prepared by the Implementation Office, subject to review and approval of the Authorized Entity Group prior to submission to the Permit Oversight Group. Each Fish and Wildlife Agency, for which the proposed amendment is applicable, will use reasonable efforts to process proposed amendments within one- hundred eighty (180) days.
