Plus Rating. Section 12.1. Definition: Employees required to work and substantially perform the job duties in a higher job classification on a temporary basis will be paid at the step and rate of pay in the higher classification equal to or greater than an additional 65 cents per hour of their current pay rate at any time they are required to work and substantially to perform the job duties in the higher classification for more than four (4) hours in a work day, except those duties incidental to the duties set forth in description of duties of their regular classification. Supervisors will not assign work requiring the performance of other job duties in a higher classification for periods of less than four (4) hours for the purpose of avoiding payment of plus-rated pay.

Plus Rating. The purpose of plus rating is to afford Management a method of meeting the requirements of production, such as, but not necessarily limited to, the loss of productivity due to the temporary absence of an employee. The plus rating of an employee into a temporarily vacant position shall not be approved for a period in excess of the temporary absence. An employee shall not be paid the plus rate while on paid leave. If a vacancy exists as the result of an employee’s termination, transfer or promotion, a prompt determination by the department or division head must be made whether there is need to fill that position. The parties understand that the City Manager is the final authority on approval of requisitions. If such need for a permanent replacement exists, the position will be filled as soon as possible in accordance with Civil Service Rules and Regulations. If the determination is made not to fill the position, such decision shall not constitute a waiver of the City’s ability to plus rate on a temporary basis. Employees required to work and substantially perform the job duties in a higher job classification on a temporary basis will be paid a premium of four (4%) percent above their current hourly rate in accordance with Personnel Policy 4.02 at any time they are required to work and substantially perform the job duties in the higher classification for more than two hours in a work day, except those duties incidental to the duties set forth in the description of duties of his/her regular classification. Supervisors will not assign work requiring the performance of other job duties in a higher classification on a regular basis for periods of less than two (2) hours for the purpose of avoiding payment of plus rate. Employees not qualified for plus rating in accordance with Personnel Policy 4.02 may be assigned to a higher classification without plus rating for purpose of training. Such training shall not be for more than eighty (80) hours. Training programs in excess of eighty (80) hours shall be mutually agreed upon. After employees complete the eighty (80) hours of training, the City must send a copy of the training certification to Civil Service, Human Resource Department and the employee.
Plus Rating. Employees in the Fire Division (Bargaining Unit) assigned to perform 32 duty shall receive the pay at a rate of step one10% of the higher classification in the bargaining 33 unit.
Plus Rating. Section 20.1. When an employee is required by the Employer to perform the work of a higher classification, he/she shall receive an increase in rate of pay for the higher classification if he/she performs said work for at least seven (7) consecutive working days. The base rate of pay of the higher classification shall commence with the seventh (7th) working day and shall be retroactive to and including the first day worked in that capacity.

Plus rated assignments will be made based on seniority within the crew with the exception of employees that are on temporary assignment. Seniority is defined as the number of years with the Highway Department. Anytime an employee operates the lowboy he/she shall receive an additional one dollar ($1.00) per hour for the day of operation.
Plus Rating. Any Employee required to perform the essential functions/duties of a classification with a greater pay rate, for a period of four (4) or more consecutive hours in the same workday, shall be paid at a higher hourly rate corresponding to the step within the plus rated grade. Classification may have essential functions/duties that overlap one another and may in such instance result in a situation where pay substitution shall not occur. The Parks Maintenance Division is exempt from this provision unless the bargaining unit employee is working in a capacity that utilizes a certification the employee currently holds which is not a requirement for the employee’s primary position.
Plus Rating. Employees in the Fire Division (Bargaining Unit) assigned to perform 10 duty shall receive the pay at a rate of step one10% of the higher classification in the bargaining 11 unit.
