Pay Plan Administration. A. Sergeants As to Sergeants, upon promotion, a Sergeant shall be paid at the rate of pay set forth in Section 18.1.

Pay Plan Administration. The following shall apply to advancement from Step 1 to Step 4 in the rank of a Police Radio Dispatcher.
A. Step 1 shall be the minimum rate and shall be the hiring rate for the class.
B. An employee becomes eligible and shall be advanced by the Appointing Authority to Step 2 on the first day following satisfactory completion of twelve (12) months 0f continuous service in his or her class at Step 1.
C. An employee becomes eligible and shall be advanced by the Appointing Authority to Step 3 on the first day following satisfactory completion of one (1) year of continuous service in his or her class at Step 2.
D. An employee becomes eligible and shall be advanced by the Appointing Authority to Step 4 on the first day following satisfactory completion of one (1) year of continuous service in his or her class at Step 3.
E. The salary step advancements as prescribed in this Article shall be mandatory upon the Appointing Authority with regard to employees, except that the Chief, has the discretion, to start any new full-time employee at Step 3 of the wage scale if that employee has previous training and experience that warrant the higher starting wage.
Pay Plan Administration. The following provisions shall apply to the administration of the pay plan:
Pay Plan Administration. The "A" Step shall be the minimum rate and shall be the hiring rate for Police Officers. Advancement from the "A" Step to the "B" Step shall occur upon completion of one (1) year. Advancement from the "B" Step to the "C" Step shall occur upon the completion of one (1) year and advancement from “C” Step to the “D” Step shall occur upon the completion of one (1) additional year. Advancement from the “D” Step to the “E” Step shall occur after the completion of the Police Officer’s fourth year. When a member is promoted to the rank of Sergeant, the pay rate shall be the rate provided for such rank. Step “A” for Sergeants is 8% above Step “E” of the Police Officer. This is the entry rate of pay for the rank of Sergeant and is applicable during the probationary period for Sergeant. At the completion of six (6) months of the probationary period a Sergeant moves to Step B (16% above Step "E" of the Police Officer).
Pay Plan Administration. The following provisions shall apply to the administration of the pay schedules set forth in Section 14.1.
A. The "A" Step shall be the minimum rate of pay for bargaining unit members and shall be the hiring rate of pay for Deputies 1 and 2.
B. Deputies 1 and 2 with less than twelve (12) months of continuous service shall be paid at Step "A.”
C. Deputies 1 and 2 with more than twelve (12) months but less than twenty-four (24) months of continuous service shall be paid at Step "B."
D. Deputies 1 and 2 with more than twenty-four (24) months but less than thirty-six (36) months of continuous service shall be paid at Step "C."
E. Deputies 1 and 2 with more than thirty-six (36) months of continuous service shall be paid as Step "D.”
F. Deputies 1 and 2with ten (10) or more years of continuous service shall be paid at Step “E," which incorporates the credit reflected in Section 14.6.
G. Members promoted pursuant to the testing and promotional procedures of Article 10, shall be paid at the Sergeant 1 or 2 pay rate indicated above, which incorporates the credit reflected in Section 14.6.
H. A Sergeant 1 or 2 promoted to the rank of Lieutenant 1 or 2 shall be automatically elevated to the pay class indicated above, which incorporates the credit reflected in Section 14.6.
I. A member promoted to the rank of Captain shall be automatically elevated to the appropriate pay class, which incorporates the credit reflected in Section 14.6.
J. A member hired on or after January 1, 2019 who obtains a POTC certification shall be moved from the NON-POTC pay scale to the corresponding step and classification of the POTC pay scale pursuant to Article 13, Section 13.2 A.
K. A member hired on or after January 1, 2019 who no longer holds an active POTC certification and commission with the Franklin County Sheriff shall be paid at the Deputy 1, Sergeant 1, or Lieutenant 1 rate as applicable.
Pay Plan Administration. The following shall apply to advancement from Step A to Step D in the pay ranges within a classification:
A. The entry or probationary step shall be the rate of pay for all newly hired employees in the respective classifications. This rate shall be in effect for the period of the probationary period. Entry may be made, for purposes of recruitment at the discretion of the City, at either Step A, Step B, or Step C.
B. The A step shall be the minimum rate and shall be the starting rate for the classification after completion of the probationary period. The City may, when necessary for reasons of recruitment, assign Step A, Step B, or Step C pay to a new employee.
C. Subject to the provisions of paragraph F of this section, an employee, upon the recommendation to and approval of the appointing authority, shall be advanced to the B step on the first day of the first full pay period immediately following satisfactory completion of one year in Step A.
D. Subject to the provisions of paragraph F of this section, an employee upon the recommendation to and approval of the appointing authority, shall be advanced to Step C on the first day of the first full pay period immediately following the satisfactory completion of one year in Step B.
E. Subject to the provisions of paragraph F of this section, an employee upon the recommendation to and approval of the appointing authority, shall be advanced to Step D on the first day of the first full pay period immediately following the satisfactory completion of one year in Step C.
F. Notwithstanding the provisions pertaining to pay increases contained in paragraphs A, B, C and D of this section, the department head or appointing authority may withhold any step increase which would otherwise occur according to the provisions of this section. If the employee's step increase is to be withheld, the employee shall be notified in writing of the reasons for the withholding of the step increase. Such notification shall be given to the employee not later than ten (10) calendar days prior to the effective date of a scheduled increase. If an employee's When the employee is notified of the denial of step increase, the employee shall be notified of the reasons for the denial. The employee shall have the reasons for the denial of the step increase reviewed at six (6) month increments following the original denial. Employees may appeal the withholding of the step increase through the grievance procedure of this Agreement.
Pay Plan Administration. A. Promotions:
1. Upon promotion from one classification to a higher level classification, an employee shall be placed into the step number in the higher level classification which is the same as the step number to which the employee is assigned in their current classification. (For example, a Step 6 Firefighter would be promoted into Step 6 of the Fire Medic range. A Step 5 Fire Medic would be promoted into Step 5 of the Fire Lieutenant range.) Under no circumstances will the employee's promotional base rate of pay exceed the established pay range maximum.
2. A higher level classification shall be deemed to be one having a higher maximum rate of pay. A promoted employee shall maintain their existing annual performance review date for the purpose of determining eligibility for subsequent annual performance reviews.
Pay Plan Administration. As to Police Officers, Step 1 shall be the rate of pay for original appointment. After completion of the first (1st) year of service, which service shall constitute the initial probationary period, the Member shall be advanced to Step 2. After completion of two (2) years of service from date of original appointment, the member shall be advanced to Step 3. After completion of three (3) years of service from the date of original appointment, the member shall be advanced to Step 4. After completion of four (4) years of service from the date of original appointment, the Member shall be advanced to Step 5.
Pay Plan Administration. The following provisions shall apply to the administration of the pay plan set forth in Section 1 of this Article unless delayed due to unsatisfactory service or discipline.
A. STEP A shall be the minimum rate and shall be the hiring rate of all classes, except as otherwise provided by Resolution of City Council authorizing a person to be hired in a higher step.
B. An Employee shall be advanced by the appointing authority to STEP B on the Employee's anniversary date, upon the completion of one (1) year of service.
C. An Employee shall be advanced by the appointing authority to STEP C on the Employee's anniversary date, upon the completion of two (2) years of service or one (1) year in STEP B.
D. An Employee shall be advanced by the appointing authority to STEP D on the Employee's anniversary date upon the completion of three and one-half (3 ½) years of service or one and one-half (1 ½) years in STEP C.
E. An Employee shall be advanced by the appointing authority to STEP E on the Employee's anniversary date upon the completion of five (5) years of service or one and one-half (1 ½) years in STEP D.
