ORGANIZING. Employees shall have the right to organize; to join and assist the Association; to participate in professional negotiations with the Board through the Association; and to engage in other activities, individually or in concert, for the purpose of establishing; maintaining; protecting; or improving conditions of professional service and the quality of the educational program. Association business is not to be conducted during school hours.

(hereinafter referred to as the "Employer") and MINNESOTA COUNCIL 65, AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES, AFL-CIO (hereinafter referred to as the "Union"), has as its purpose the promotion of harmonious relations between the Employer and the Union; the establishment of an equitable and peaceful procedure for the resolution of differences; and the establishment of rates of pay, hours of employment, and other terms and conditions of employment.
ORGANIZING. Employees shall have the right to organize, join and assist the Council, to participate in professional negotiations with the board through the Council and to engage in other activities, individually or in concert, for the purpose of establishing, maintaining, protecting or improving conditions of professional service and the quality of the education program. This section is subject to the grievance process through Level 3 only and then to the Employment Relations Board. The Council has the option to proceed directly to the Employment Relations Board in lieu of using the grievance procedure.
