Meteorological Reports and Forecasts. Weather requirements at diversion airfields are based on actual conditions and forecast conditions for the period that air systems are expected to use that diversion plus one hour. Although supervisors must pay due regard to forecast weather conditions at the operating base, too rigid an approach could unnecessarily restrict operations. Therefore, while exercising a degree of caution when conditions are forecast to deteriorate, supervisors are expected to use their judgement and will select an appropriate flying phase based on the best possible information including direct observation and airborne reports.
