General Issues. 3.1 The workstreams and workforce of Partneriaeth are listed within the Collaboration Agreement to provide clarity on the services Partneriaeth will deliver. 3.2 The responsibilities of the Strategic Group for Partneriaeth cover the four main aspects of monitoring performance, planning, risk and resource management. The Collaboration Agreement addresses each aspect, in detail. 3.3 Appendix A provides details on new governance arrangements for Partneriaeth and makes it clear that the school improvement function remains within each Council. 3.4 The new arrangements will remain in force for such a period as the partners agree between themselves. 3.5 The business plan of Partneriaeth will be subject to development via the Strategy Group and scrutiny via each Council. 3.6 Operational and stakeholder groups are not specified within the collaboration agreement, but Directors will ensure via the Strategy Group that integrated planning and communication within each local authority is achieved. 3.7 The central team as well as HR, finance and IT support referred to in Schedule 2 of the Collaboration Agreement is proportionate to the size of the new workforce and reflects the number of pupils and number of schools that Partneriaeth will serve. 3.8 The current joint committee has agreed on the proportionate size of staff structure as well as the contributions required to meet the costs of the new staffing structure either by core funding through the Revenue Support Grant (RSG) or Local Authority Education Grant (LAEG). 3.9 The new Collaboration Agreement specifies a dispute resolution mechanism should the Strategic Group not reach consensus.
