Examination Procedures. 10.1 Open/Promotional Opportunities: When an opening occurs for a position which is not covered under Section 9.2-Personnel Advancement, employees may compete on an open/promotional basis. Employees must meet the minimum qualifications to proceed through the recruitment and testing process.
