Employee Recognition Program. City shall establish an Employee Recognition Program . OCEA shall establish an Employee Recognition Program Committee to work with the City on the planning and conduct of annual employee recognition events. The annual budget for employee recognition events shall be established by the City Council. City shall recognize full-time employees for length of service to the City with a Gift card to a local business of the employee's choice. The cash value of the Gift card shall be $10 for each year of full-time service to the City and shall be awarded at five-year intervals as follows:
