Employee Input. It is recognized that the employees and the Union, as well as the facility and its administration, are concerned with providing the highest quality and most effective service and client care. An employee or group of employees may at any time submit to the Facility Administrator, on a form agreeable to the parties, proposals for improvement in program, client care or facility procedures. Any such proposal shall include the problem to be remedied, the solution proposed and possible advantages if such solution were implemented.
