EEO Committees. (1) Purpose.
EEO Committees. NRC recognizes that NTEU is the exclusive representative for employees with regard to personnel policies and practices and other conditions of employment. However, NTEU also recognizes that the EEO Advisory Committee’s function is to advise the Agency on the continuing development and implementation of the Agency’s EEO program, including, but not limited to: affirmative employment, upward mobility, and recruitment efforts. NTEU may appoint one sitting member to each of the EEO committees as its formal representative inside each committee. All recommendations from the EEO Advisory Committees impacting personnel policies, practices, or other conditions of employment will be shared with NTEU prior to being presented for the Agency’s consideration. No sooner than five working days after presentation of recommendations to the union chapter president, Advisory Committee recommendations may be presented to the Agency in their original form, irrespective of union view. The Agency is not bound by any recommendation provided by the EEO Advisory Committee. However, if the Agency determines that the EEO Advisory Committee’s recommendations should be implemented, the Agency will first provide notice and the opportunity to bargain to the union, to the extent required by law.
EEO Committees. A. The Parties mutually agree that we will work collaboratively with the Office of Equal Opportunity Programs (OEOP), through an EEO committee, to educate the DFAS family, monitor trends, gather feedback, and proactively address concerns in the EEO arena on a continuing basis. It is the Parties' intent that the committee will identify and provide recommendations to the responsible party for resolving issues quickly. Each EEO committee or Labor Management Committee (LMC) as appropriate shall develop a charter and identify available resources and how to access them. Where there is an active LMC, the EEO committee may relinquish responsibilities under this article to the LMC. B. The LMC or the EEO committee will utilize existing data and reports as much as possible. If the committee determines a need they will be allowed to issue and use surveys to gather additional data to recommend action plans if needed. The responsible committee will make alternate options for submitting surveys available, where appropriate and/or feasible.
EEO Committees. NRC recognizes that NTEU is the exclusive representative for employees with regard to personnel policies and practices and other conditions of employment. Agency EEO Advisory Committees are therefore not authorized to negotiate with management on personnel policies and practices and other conditions of employment, and management may not solicit or consider proposals or recommendations on these matters from the EEO Advisory Committees. Any such proposals or recommendations will be forwarded directly to the NTEU Chapter President. NTEU will be invited to send one representative to attend any meeting involving members of more than one of the EEO Advisory Committees. The agency will notify NTEU of the time, date and place of these meetings. Equal Employment Opportunity NRC/NTEU Collective Bargaining Agreement
