Educational and Professional Development. Education Leave means leave to attend education courses, conduct research or be involved in a practicum or field placement of a nature and at an institution recognized and approved by YSB; Each Employee has the right to request leave without loss of salary for professional development courses at the Employee's own expense provided that the course is approved by the Executive Director or Director of Human Resources and that such leave does not interfere with the operations of YSB. Employees attending such activities agree to be present at all sessions and to submit a detailed report upon their return. An Employee may request an Education Leave of Absence which may be unpaid, partially paid, or fully paid. Educational and Professional Development. 27.1 The City encourages participation of employees in approved education courses. Subject to the limitations set forth below, the City will reimburse an employee in the Association for courses successfully completed as part of a program to obtain an Associate’s Degree or higher where the employee is enrolled in a degree producing program and the course is identified on a program of courses which, if successfully completed by the employee, will result in the granting of an Associate’s Degree or higher or, in a non-degree related course which will be beneficial to the employee’s skills and knowledge used in carrying out his/her work responsibilities; this may include Technical School Programs. This paragraph is intended to supplement employee training which has customarily been provided to employees. Education and training to obtain and maintain professional certifications or knowledge base to meet the requirements of a department will be determined by the department head, in conjunction with the City Manager. 27.2 Reimbursement for courses completed below shall be approved by the employee’s department head, who shall determine that the employee’s participation in the course will not unduly interfere with department operation. Reimbursement shall be subject to the following. 1. Successful completion of a course shall mean “C” or its equivalent or better. In a non-graded course, an employee must submit a certificate verifying successful completion. 2. Reimbursement shall be provided for not more than two (2) courses per semester or a maximum of four (4) courses per fiscal year per member. The City Manager may approve more. 3. Reimbursement for each course shall be paid at the rate of 50% of the per credit hour tuition cost charged by the institution up to 50% of the in-state credit hour tuition cost charged by the University of Vermont for comparable courses. A non-credit approved course shall be reimbursed at 100%. 27.3 If the employee leaves the employment of the City of South Burlington, he/she shall be responsible for re-paying a portion of tuition reimbursement monies paid to him/her within a period of six (6) months from the date of completion of the last class for which reimbursement was made. Educational and Professional Development. The Hospital shall grant paid educational leave annually to a regular Nurse for attendance at educational nursing programs, provided the Nurse can be spared from service to the patients, provided that at least fifty percent (50%) of the education leave used by a Nurse under this section in a given year is directly related to the Nurse’s area(s) of specialization and provided further that the balance of any education leave used is directly related to the profession.
