DBE. a Disadvantaged Business Enterprise whose small business is at least 51 percent owned by one or more socially and economically disadvantaged individuals and whose management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals who own it. Director: the Director of ODOT. Eligible Applicant: a public entity or Private Nonprofit Corporation within a nonurbanized area, further defined in the Criteria, and which submits an application. Eligible Assistance: expenditure categories that may be reimbursed through the Program including Capital and Operating Expenses. FTA: the Federal Transit Administration of US DOT.
