Cannot charge Parents. “top-up” fees (the difference between a Provider’s usual fee and the funding they receive from the Local Authority to deliver free places), or require Parents to pay a registration fee as a condition of taking up their child’s free place. Providers must ensure they deduct funded hours as a £0 balance before making a charge for any required additional hours/services; providers cannot deduct the funding as a monetary subsidy. Where additional hours and services are required by the parent, the Provider can charge for these at their own rates, but must ensure these fees are clear to Parents prior to them agreeing a place.
