thoroughfares definition
thoroughfares means all roads situate within the area of authority of any Urban Council and owned by the Road Development Authority or the Provincial Road Development Authority and does not include the private roads.

Roads means streets, roads, and highways.
Areas means such areas within the DAS Areas that are identified in Annexure A annexed to this Agreement;
