Regional emergency medical services system (regional EMSS) means a network of organizations, individuals, facilities and equipment which serve a region, subject to a unified set of regional standards, and rules and regulations which may exceed, but may not be in contravention of, those required by the state, under the medical direction of a single regional medical director and which participates directly in the delivery of the following services:
