Neither coordination nor notification of the MFCN base stations in boarder areas is required if the field strength trigger values given in Section 3.1 of this Technical Agreement are fulfilled.
In the light of the Decision of the European Parliament and the Council (Decision (EU) 2017/899) on the use of the 470 790 MHz frequency band in the EU, the Czech Republic and the Slovak Republic have to conclude an agreement for the future use of DTT in order to be able to use the frequency band 694 – 790 MHz for MFCN (Mobile Fixed Communication Networks).
This Technical Agreement is applicable to MFCN FDD systems operating within preferred harmonized frequency arrangement and technical conditions defined in above mentioned ECC Decision.
To further improve the coexistence of MFCN systems and to enhance the efficient use of frequency spectrum and coverage in border areas, operators may diverge from the regulation given in this Technical Agreement (including field strength trigger values, distribution of preferential codes, use of preferential frequencies, procedure in case of harmful interference...), based on an arrangements concluded between operators, so- called additional "Operator Arrangements".
The Swedish Post and Telecom Authority and the Electronic Communications Office of the Republic of Latvia agree that frequency assignments to MFCN (base stations and mobile stations) of Latvia do not require coordination with respect to Fixed Satellite Service (FSS) receiving stations of Sweden in the frequency band 3400-3800 MHz.
The frequency bands 1710-1785 MHz and 1805-1880 MHz are designated for GSM and MFCN systems (terrestrial UMTS, LTE, WiMAX and IoT cellular systems) according to relevant ECC decisions.
Concerning usage of the frequency bands 1710-1785 MHz and 1805-1880 MHz in boarder areas for MFCN systems the relevant provisions of ECC Recommendation ERC/REC/(08)02 (version being in force at the time of signing this Technical Agreement is attached for reference) and this Technical Agreement shall be applied.
This Technical Agreement is applicable to MFCN FDD systems (terrestrial UMTS (UTRA FDD) and LTE FDD systems) operating within harmonized technical conditions defined in above mentioned ECC Decision.

This Arrangement is based on the concept of coordination threshold levels for base stations, allocation of preferential and non-preferential Physical Cell Identifiers (PCI) for LTE systems as described in ECC Recommendation (11)05 of 26 May 2011 “Cross-border Coordination for Mobile/Fixed Communications Networks (MFCN) in the frequency band 2500-2690 MHz” (amended 3 February 2017) (hereinafter referred to as ECC/REC/(11)05) and on the principle of equal access to spectrum by both Parties.
