A key example is the Local Sustainable Transport Fund (LSTF), which between 2011 and 2015 provided £540 million to English local authorities outside London, for investments in 96 projects to encourage low-carbon transport (▇▇▇▇▇▇ et al, 2018).
The scope of the Project is set out in the LSTF Bid Document (Annex 2) and the performance of the Project shall be shared between the Partners according to the requirements and the funding detailed in the Offer Letter.
They are an in-depth investigation into the efficacy and cost effectiveness of sustainable travel measures and a rigorous test of the extent to which the observed behaviour changes can be attributed to the LSTF investment.
The final report at Phase 3 will be an overarching report of the entire LSTF monitoring and evaluation programme, and will encompass outputs reports for all 96 LSTF projects, outcomes monitoring reports for the 12 large projects, and the four LSTF evaluation case studies1.
To meet these responsibilities, the DfT has published a monitoring and evaluation framework, which required the 12 large LSTF project teams to undertake outcomes monitoring, tracking changes in key outcome metrics (economic growth, travel patterns and carbon reduction), and benefits delivery.
These suggestions should be discussed with the 12 large LSTF project teams and should be in line with the LSTF Outcomes Monitoring Framework and must, insofar as realistic, work within the confines of what has already been agreed by the Authority in order to ensure minimal burden on the project team.

Nevertheless, each of the Partners hereby undertakes to endeavour to contribute or procure such financial contributions as may be necessary to deliver the specific elements of the Project they are responsible for, up to an amount equivalent to the local contribution indicated in the LSTF Bid.
