APSTD means Dirección Provincial de Anticorrupción y Transparencia del Sector Público, the Recipient’s Anticorruption and Public Sector Transparency Directorate, established within the MoJ (as defined below) pursuant to Decree No. 1,882/08 dated August 11, 2008.
