Xxxxx Agreement. A document describing a relationship between NRCS and a State or local government, or other recipient whenever the principal purpose of the relationship is the transfer of a thing of value to a recipient to accomplish a public purpose of support or stimulation authorized by Federal law, and substantial Federal involvement is not anticipated. X. Xxxxx Review Board.—The review board makes recommendations for grant awards to the Chief. It consists of the Deputy Chief for Soil Science and Resource Assessment, the Deputy Chief for Science and Technology, the Deputy Chief for Programs, at least one Regional Conservationist, at least one State Conservationist, and the director of Outreach and Advocacy. The Deputy Chief for Science and Technology chairs the Grants Review Board. E. Technical peer review panel.—A panel consisting of Federal and non-Federal technical specialists who possess expertise in a discipline or disciplines deemed important to provide a technical evaluation of project proposals submitted under this notice. The Deputy Chief for Science and Technology oversees the technical peer review panel review process. F.
