Voluntary Transfer. Transfer Voluntary transfer requests will be processed after special needs of the Employer such as, training, and experience, Title I Comparability, and extracurricular activities have been met. The following guidelines will be used:
a. Employees who wish to make application for transfer, including transfers when there is defined as a change to another building by staffing of a member who new facility or when the major role of a facility is assigned to one building or is also defined as a change to another program by an itinerant member who is assigned to one supervisor. It is recognized by the parties that those Unit Members who are affected by an imbalanced staffing involuntary transfer, as provided for in this Article 7.B.2.e, shall be eligible for recall under 449given the first consideration in accordance with the Education Code when filling these vacancies.
4. Upon written request, the District shall notify individual Unit Members of any posted openings which may arise during the summer recess or periods of leave.
5. If another any vacancy becomes available exists four weeks prior to the last regular day of school at any site for which a Unit Member has requested a transfer, an interview shall be conducted on or before two weeks prior to the last regular day of school.
6. The interview team shall consist of the site supervisor, two grade level members, when possible and an Association site representative.
7. The interview team must reach consensus in order to approve a transfer.
8. The interview team shall not solicit a classroom visitation of the Unit Member. No classroom visitation shall occur except at the request of the Unit Member.
9. The site supervisor shall, upon request of the Unit Member, state the reasons for the Unit Member not receiving the transfer to the vacancy.
10. Qualifications which must be addressed by the interview team include those qualifications on the vacancy posting. If two or more candidates have the same building qualifications, unit member seniority shall determine selection.
11. The filing of a voluntary transfer request is without prejudice to the Unit Member and shall not jeopardize the present work site. A voluntary transfer request may be withdrawn in writing by the Unit Member at any time prior to the notification that the transfer has been approved.
12. After the conclusion of transfer selections, Unit Members may submit aletter to the Superintendent to request a transfer. The Unit Member shall be interviewed by the Superintendent or designee. The approval or disapproval of the request for transfer shall be made by the Superintendent.
13. The District shall provide notice to all Unit Members of the time period within which they may file a request for transfer to a new school site. All Unit Members who make such a transfer request shall be interviewed.

When the term appointment is assigned and the unit administrator requests to employ the term appointment for that positionDistrict opens a new school, the position all Unit Members shall be offered without an opportunity to request a vacancy announcementtransfer to the new school prior to posting other district wide transfers. Voluntary Transfer. Transfer is All vacancies for non-management licensed positions for the following school year, including new positions, will be posted in the Administrative Services Office, and on the District web page for a period of five (5) full days, with days being defined as the days the District Office is open, for the purpose of allowing interested and qualified licensed personnel to apply for transfer to that position. Voluntary transfers can only take place between positions with the same job description. Half-time teachers may apply for transfer to a change full-time position; however, they must meet all other requirements of this article. A Request for Transfer form must be submitted to another building by the principal of the site with the vacancy and a member who is assigned copy to one building or is also defined as a change to another program by an itinerant member who is assigned to one supervisor. 4. The District shall attempt to honor transfers when the training, experience, and the abilities of the requesting teacher match the vacant position's job specifications.

Vacancies for compensatory extracurricular positions that cannot be filled within the terms of this agreement only for school will be posted in the balance Administrative Services Offices and faculty rooms of the District schools ten (10) days prior to filling the vacancy except as noted in the emergency provision. Should an emergency exist, however, wherein a delay in hiring personnel for a vacancy is adjudged by the district as detrimental to children, the District may waive the ten (10) school yeardays prior notification of the vacancy.

At Certified employees who have voluntarily left a school site or district assignment for a TOSA position (such as instructional coach) will be, at the end of their assignment, guaranteed a return to their original site so long as the school yearemployee is licensed to work in an available position at that site or for that assignment. In the event there is not an open position available at the original site, or the district-wide assignment, the term appointment Reduction in Force (RIF) process will be terminated, not nonapplied (Article 7-renewed, and 7). This provision will not be eligible for recall under 449. Voluntary transfers can only take place between positions with the same job description. Half-time teachers may apply for transfer to a change full-time position; however, they must meet all other requirements of this article. A Request for Transfer form must be submitted to another building by the principal of the site with the vacancy and a member who is assigned copy to one building or is also defined as a change to another program by an itinerant member who is assigned to one supervisor. Members who desire a transfer shall submit an employee’s transfer request using the electronic transfer request tool provided by the Human Resources DepartmentOffice no later than 5:00 p.m. on the last day of the five day transfer period. Transfer Transfers for the following school year will be considered until June 1 of each year. The District will consider requests for those positions prior to considering new applicants from out of the District. 1. A licensed employee may request a voluntary transfer on the District's voluntary transfer form whereon the teacher shall express preference for a specific vacant position at a specific site.
2. A licensed employee with the proper licensure who requests a voluntary transfer will be interviewed.
3. If the current teacher's request for transfer is not granted, the District will provide the teacher a written explanation as to why the transfer request was denied.
4. The District shall attempt to honor transfers when the training, experience, and the abilities of the requesting teacher match the vacant position's job specifications.

4. Before a voluntary transfer is finalized, it must have the approval of the Superintendent or his/her designee.
5. Intent information documents for the next succeeding school year must be submitted electronically by March 1 to the District Office from which the term appointment is employee wishes to transfer. It will be the responsibility of the District to make the forms available. It will be the responsibility of the employee to submit the request electronically by the deadline.
6. Vacancies are any positions that do not have a unit member assigned after the Class Assignments in Section F are allocated.
