Trooper. When transfers are to be made (except as provided for special circumstances and hardships,), the transfer shall be made on the basis of time in service seniority and qualification. Transfers within the Departmental Marine Services Team, Canine Unit, Emergency Support Team, Accident Reconstruction, Motorcycle Unit, and Cyber Section may be made on the basis of time in service seniority and qualification.
