Surface Mining. 1. If the construction activities of the Supply System fall within the jurisdiction of the Surface Mining Reclamation Act, the System agrees to comply with the policies and requirements of the Act and to submit a reclamation plan to the Council for its approval prior to initiating construction.
Surface Mining. The mining, extraction, or removal of soil, sand, gravel, oil, natural gas, fuel, or any other mineral substance, using any surface mining method, is prohibited in the Property.
