Subpoenas. Upon written request to the secretary of the Personnel Board (Human Resources Director) by the City, a grievant, appellant or of the parties= attorneys, the secretary shall cause to be prepared a subpoena to be issued by the Board Chair or Vice-Chair directing the attendance of the named witnesses or the production of books and records.
