Subcommittee. The Long-Term Leave Subcommittee shall consist of five (5) members. The members shall be appointed annually by the Association. In addition, a vice president for Instruction or designee shall serve as an ex-officio member without voting rights. The committee shall develop specific application procedures and criteria for approval. The acceptability of proposals for professional development leave will be determined by the Long- Term Leave Subcommittee.

Subcommittee. The Steering Committee shall establish an IP Subcommittee (the "IP Subcommittee") which shall have four members (or such other even number as the Parties may mutually agree from time to time), with each Party selecting fifty percent of the members. Members of the IP Subcommittee shall be patent attorneys or others experienced in intellectual property law. The IP Subcommittee shall be responsible for overseeing activities described in Article 10.

Subcommittee. Where the JATC elects to establish a subcommittee, an equal number of members (two, three, or four) shall be appointed in writing by the NECA Chapter, and the IBEW Local Union. All such appointments shall be in writing, designating the beginning and the termination dates for each appointment. The term of one subcommittee member from both the NECA Chapter and the IBEW Local Union shall expire each year on a fixed anniversary date. The NECA Chapter and the IBEW Local Union may elect to appoint one or more members of the JATC to serve on the subcommittee. JATC and subcommittee members serve at the will of the party they represent and may be removed by the party they represent or they may resign. All appointments made to fill un-expired terms shall likewise be in writing. The subcommittee, where one is established by the JATC, shall select from its membership, but not both from the same party, a Chairman and a Secretary who shall retain voting privileges. The JATC or its subcommittee shall maintain a set of minutes for each and every meeting. Such minutes shall be maintained by the JATC and its subcommittee, where a subcommittee is properly established.

Subcommittee. The Oversight Committee shall appoint a subcommittee consisting of employees from both ETS and Sylvan that is charged with preparing the CBT Network. Plan ("Subcommittee"). The Subcommittee shall also propose to the Oversight Committee amendments to the CBT Network Plan to accommodate the need for changes to the CBT Network Plan that arise during the 18 month period the CBT Network Plan is in effect. Either party may submit a proposed change to the CBT Network Plan to the Subcommittee. If the proposed change is minor the subcommittee may authorize the change. If the proposed change is major, the Subcommittee must submit the change to the Oversight Committee which will approve or reject the change. The definition of minor and ma or changes will be set forth in the first CBT NETWORK PLAN, but the Oversight Committee with have ultimate authority to determine whether a proposed change is minor or major in the case of a disagreement. The Subcommittee must submit proposals concerning major changes to the CBT Network Plan to the Oversight Committee at least three (3) months before the proposed change is to become operational. Each party will use its best efforts to expediently approve changes proposed by the other party.
