Services During Construction. 3.5.1 During construction, the CM/GC shall provide all services required by the Contract Documents of a General Contractor and Construction Manager. Specific details of the Services are provided below and in the sections of Division 00 General Conditions and Division 01 General Requirements of the Contract Documents but these details shall in no way limit the CM/GC’s overall duty to provide CM/GC services. 3.5.2 The Owner shall conduct Owner, Architect, CM/GC progress meeting(s) at least once every week. The CM/GC will hold separate weekly subcontractor meeting(s). All written minutes will be distributed to the CM/GC and the A/E within three (3) working day of each meeting. The CM/GC shall conduct site tours for the Owner and other officials as required. 3.5.3 The CM/GC shall prepare and update CPM construction progress schedules monthly in accordance with the Specifications at Section 01 32 00 Construction Progress Documentation. 3.5.4 The CM/GC shall be responsible for superintendence, to provide ongoing coordination between crafts, job site safety, quality control, settling disputes between subcontractors (Owner expects the CM/GC to negotiate with subcontractors but reserves the right to reject any subcontractor proposal), negotiating change proposals with the Owner, revising and forwarding submittals and Requests for Information (RFI’s) to the Owner’s Representative and A/E for action that are not resolvable from the contract documents, and for responding to all correspondence related to any activities that arise from a subcontractor’s inability or unwillingness to perform. In addition to the Project Executive Personnel, the CM/GC shall provide, as detailed below, at a minimum, a full‐time Superintendent, a full‐time Project Manager and the necessary field and office staff to support the Project. 3.5.5 The CM/GC shall employ a qualified Project Manager as proposed in the CM/GC’s proposal for the Project, with a minimum of ten (10) years of experience as a Project Manager in work of similar scope or scale, subject to Owner’s approval. The Project Manager shall be on the site of the Work as required during construction operations and have the authority to act on behalf of the CM/GC. The Project Manager shall manage and plan all activities of the Work. The Project Manager shall have demonstrated experience in managing and planning projects. The Project Manager shall provide leadership and guidance to the CM/GC staff assigned to the project. The Project Manager shall work collaboratively with the Owner’s Representative. An alternate for the Project Manager shall be identified, subject to Owner’s approval, to serve in the event of the Project Manager’s absence. The period of absence may not exceed two (2) weeks at any one time. The Alternate Project Manager shall have a minimum of five (5) years of experience in related work. Neither the Project Manager nor the Alternate Project Manager shall be changed without prior written consent of the Owner. 3.5.6 The CM/GC shall employ a qualified Project Superintendent, with a minimum of ten (10) years of experience as a Superintendent in work of similar scope or scale, subject to Owner’s approval. The Superintendent shall be on the site of the Work at all times during construction operations and have the authority to act on behalf of the CM/GC. The Superintendent shall direct and be responsible for the day‐to‐day activities of the Work. The Superintendent shall have demonstrated experience in oversight of the installation of material and methods employed. The Superintendent shall provide ongoing coordination between crafts, job site safety and quality control, and shall settle disputes between subcontractors and enforce the project schedule. The Superintendent shall work collaboratively with the Owner’s Representative. An alternate for the Project Superintendent shall be identified, subject to Owner’s approval, to serve in the event of the Project Superintendent’s absence. The period of absence may not exceed two (2) weeks at any one time. The Alternate Superintendent shall have a minimum of five (5) years of experience in related work. Neither the Superintendent nor the Alternate Superintendent shall be changed without prior written consent of the Owner. 3.5.7 The CM/GC shall provide sufficient administration, organization, personnel, supervision, management, and related services to carry out the requirements of this Agreement. 3.5.8 The Owner will provide two survey benchmarks within or near construction limits for the Project. The Owner will provide the elevations and coordinates for these benchmarks. Once the benchmarks are established by the Owner, it will be the CM/GC’s responsibility to re‐establish them if they are disturbed. The CM/GC shall be responsible to Owner for general building layout from established benchmarks, for the detailed layout of individual trades, and for the coordination of layout work provided to separate trades for their own work, to ensure that no conflicts exists with the work of other trades. 3.5.9 The CM/GC shall provide sufficient staff including Project Manager(s), Superintendent(s), Project Engineer (s), CQC Representatives, Testing Engineers, Scheduling Technician(s), Cost Engineers/Estimators, Clerical and Accounting personnel, etc, to assure that the CM/GC responsibilities and requirements of the of the contract documents are met and that: i Contract Change Proposals are submitted to Owner within seven (7) calendar days of the receipt by the CM/GC of the subcontractor’s proposal; only changes previously negotiated between the CM/GC and subcontractor will be considered by Owner; ii RFI’s are reviewed and those that are not resolvable through careful review of the contract documents are forwarded to the Owner’s Representative and Architect within one (1) workday of receipt; iii Submittals are reviewed for completeness and forwarded to the Owner’s Representative and Architect within three (3) work days of receipt; iv Replies to all correspondence from subcontractors, Owner, and other outside agencies are provided within seven (7) calendar days of receipt; v For a minimum of one hundred and twenty (120) calendar days after Substantial Completion qualified staff will be available to act on behalf of the CM/GC to coordinate and ensure that any outstanding work items, punch‐lists and testing are completed, at no additional cost to the Owner. 3.5.10 Third‐party special inspections required by the governing building officials and regulatory agencies will be provided by the Owner. The CM/GC shall be responsible to ensure that the Owner’s inspectors are given notice, are afforded timely and appropriate access to the Work to make their inspections and the Work is prepared and complete prior to inspections being requested. 3.5.11 The CM/GC and its subcontractors shall not intentionally install work that does not comply with the Contract Documents or meet applicable codes. CM/GC shall notify the Owner and A/E of issues relating to building codes that they are aware of. 3.5.12 The CM/GC shall keep daily log containing a record of weather, work on site, subcontractors on site, number of works, deliveries, equipment on site, work accomplished, problems encountered, and other similar and relevant data. The CM/GC shall make logs available to Owner within one (1) day upon request. 3.5.13 The CM/GC shall maintain, in good order and on a current basis, a record copy of all subcontracts, purchase orders, drawings marked to record all changes made during construction, specifications, addenda, change orders, and other modifications; shop drawings; product data; samples; submittals; purchases; materials; equipment; applicable handbooks; maintenance and operating manuals and instructions; other related documents and revisions which arise out of subcontracts or Work. The CM/GC shall maintain horizontal control of new construction and elements affected by new construction and make all records available to the Owner. At completion of the Project, the CM/GC shall deliver all such records to Owner. 3.5.14 The CM/GC shall maintain, in good order and on a current basis, permit drawing sets including but not limited to building permit drawings, code revision drawings, master use permit drawings, street improvement drawings, and specifications. Monthly record document reviews and acceptance by the A/E shall be a pre‐requisite for the approval of monthly payment applications.

CONSULTANT shall review, comment and return the RFI responses within seven calendar days.
c. CONSULTANT shall review and validate the Contract Change Order requests submitted by the Contractor for accuracy and correctness, as requested by the City.
d. As requested, CONSULTANT shall attend periodic Project Progress Meetings with the Contractor. Please allow for one meeting per month, at the minimum, during the construction phase.
e. CONSULTANT shall provide the technical support to the OwnerCity during start up and commissioning of the new equipment including; pad mounted switches, transformers, load centers etc. CONSULTANT shall work with Contractor and equipment manufacturer’s Representative representatives, as requested by the City.
f. CONSULTANT shall assist the City in monitoring, documenting, and/or validating any testing required by the permitting agencies.
g. CONSULTANT shall review the “as-built” or “red-line” drawings and A/E for action documents maintained by the Contractor during construction. Upon construction completion, CONSULTANT shall prepare record drawings. The record drawings shall consist of annotated contract drawings and electronic files showing changes in design and construction. CONSULTANT to determine the extent to which power system harmonics are affecting the electrical system in the RWQCP through analysis of data that is being recorded by various existing power quality instruments as part of Task 1. If CONSULTANT finds through its analysis of this data that harmonics are not resolvable impairing the operation of or cause damage to RWQCP equipment, this task of an extensive harmonics study shall be deleted from the contract documents, and for responding to all correspondence related to any activities that arise from a subcontractor’s inability or unwillingness to performScope of Services. Once the benchmarks are established by the Ownerdata that such as study is needed, it will be utilize the CM/GC’s responsibility services of a 3rd party vendor which will specify filters that will reduce harmonics in the RWQCP electrical system to re‐establish them if they are disturbed. The CM/GC shall be responsible to Owner for general building layout from established benchmarks, for the detailed layout of individual trades, and for the coordination of layout work provided to separate trades for their own work, to ensure that no conflicts exists with the work of other tradeslevels specified in IEEE Standard 519.
