The Employer will attempt to schedule layoffs to commence layoff on Fridays so that the layoff will come at the beginning end of an Unemployment Insurance week. The Employer shall not be required to give one (1) weeks’ notice of layoff when equipment failure, shortage of material, or other reasons beyond the control of the weekEmployer cause a stoppage of operation.
11.06 Any appeal in regard to a layoff must be taken up under the first step of the Grievance Procedure.

If further reductions are necessary, the Employer may, in consultation with the Union, determine the order of layoff and in doing so it shall be guided by the following considerations:
a. seniority standings of the employees; and
b. ability of the employees to perform the work. Employees on layoff shall be recalled firstin the inverse order in which they were laid off, unless agreed otherwise by the parties.
11.05 The Employer will provide shall give a one week's notice of layoff as recognized under to the Employment Standards Act. SENIORITY AND LAYOFFS. 11.01 Seniority of employees shall be recognized within their respective trade When foreseeable, and job classifications. 11.02 Seniority lists extent feasible, any reduction in staff covered by this Agreement shall first be maintained at all times accomplished by the Employer and attrition. Before any reduction in staff covered by this Agreement, CCLS shall be available to meet with the Union to ascertain explain the seniority status reasons therefore and if the layoff or attrition is due to lack of an employee funds, financial documentation must be presented explaining the lack of funds. If the layoff or attrition is due to lack of work, CCLS shall make its best efforts to document such lack of work. Seniority is defined as the length of continuous paid employment, and authorized leaves of absence totaling six (6) months or less, within its jurisdiction.
11.03 Seniority rights any four (4) year period. When one or more employees performing in the same classification are to be laid off for lack of work, reorganization, or purposes of economy, the order of layoff shall cease for any employee whobe as follows:
a. voluntarily quits the employ All temporary employees, in inverse order of the Employertheir seniority;
b. is discharged and such discharge be not reversed through All employees still in their introductory period within the Grievance Proceduremeaning of Article 13, in inverse order of their seniority;
c. All regular employees whose most recent evaluation or re-evaluation resulted in an overall rating of "Improvement Needed to Meet Minimum Performance Standards," in inverse order of their seniority. However, if any such employee is laid off for entitled to a continuous period of more than twelve (12) consecutive months3 month re-evaluation, the re-evaluation date shall be moved forward so that it may be performed prior to any layoff.
11.04 In case d. All regular employees not included in (c) above, in the inverse order of layoffs their seniority, from the Employer shall honour the seniority staff categories set forth below. Final selection of the staff category, or categories, to which the layoff or attrition will apply is within management's discretion.
e. It is recognized that contractual grant obligations may require CCLS to have employees within their classificationswith specific, unique skills. The rule shall prevail that the If an employee having most seniority shall with specific unique skills required by such contractual obligations would otherwise be laid off last in inverse seniority order, and recalled firstno other existing employee possesses such skills, that employee will be retained unless the factors in sub paragraph c. are applicable.
