Selection Basis. All qualified Bargaining Unit applicants will be offered an interview. External applicants may be considered for posted vacancies along with Bargaining Unit applicants; but unless the external applicant is better qualified, the Bargaining Unit applicant will receive hiring preference. If two or more Bargaining Unit members are equally qualified and one of them is to be selected to fill the vacancy, the applicant with the most Bargaining Unit seniority will be selected. The hiring supervisor will then select the applicant whom she/he believes to be the best qualified.
