It is the expectation that the Earthworks General Contractor will conduct all necessary works in order to allow the bridge contractor access to this site. The general sequencing of the works is as follows: - Construct access roads and earthen working platforms for centre pier (Earthworks contractor) - Excavate for pier base construction (Earthworks contractor) - Drive piles and construct cast-in-place concrete pier base (Bridge contractor) - Construct pier shaft and hammerhead pier cap (Bridge contractor) - re-align river bed (Earthworks contractor) - Construct approach roads on the east end of the bridge (Earthworks contractor) - Drive piles for east abutment and construct concrete abutment pile cap (Bridge contractor) - Construct western approach roads to bridge structure (Earthworks contractor) - Drive piles for west abutment and construct concrete abutment pile cap (Bridge contractor) - Backfill abutments with Class ‘A’ material (Bridge contractor) - Complete construction of bridge superstructure (Bridge contractor) - Complete select borrow and granular base on the approaches (Earthworks contractor) - W aterproof the bridge deck and place asphalt wearing surface (Earthworks contractor) The above sequencing is not intended to be a succession of events as there are some items which could be worked on concurrently. The Bridge and Earthwork contractors are free to revise or modify the sequencing as they see fit in order to best achieve the desired results and to meet the budget and schedule. Bidders are advised that the financial scheduling shall be $4.0 Million in Fiscal Year 2018/19. The remainder shall be processed during Fiscal Year 2019/20; which begins on April 1, 2019. It is anticipated that the site will be inactive during the winter months of 2018/2019.

The Final Schedule shall indicate applicable time lines and milestones for all work activities and Phases. Throughout the project the Contractor shall notify the Department of any situations that may negatively affect the project’s Final Construction Schedule. The Contractor shall, upon the Department’s request at any time throughout the project, update and submit to the Department an updated Construction Schedule as the Department deems required to reflect any circumstances that may cause the need for an updated Schedule.

SCHEDULING OF THE WORK. The number of working days stipulated for this Contract is forty fifteen (4015) working days. No claims for delays caused by whatever external agencies or factors shall be allowed. The Contractor shall work Saturdays (if he deems necessary to meet deadline) and/or maximize the hours per day on site. Note that construction must start on site on 9 November 2020. The expansion joint and seal detour (road closure) shall not be in-place until this date. The bridge/roadway (entire width) complete with guardrails must be installed and operational and the site cleaned up by opened to traffic no later than October 29th27 November 2020, 2021with no interruption to traffic after this date. The overall project must be completed no later than 27 November 2020. All bidders shall supply a Preliminary Construction Schedule with his Tender Documents for review by the Department. Note that the Department’s evaluation of submitted bids shall include reviewing the Preliminary Schedule including but not limited to the benefit(s) of earlier completion, bridge/roadway open to traffic (entire width), and overall project completion date. Note that the tender deadline dates indicated for any Phase(s), bridge/roadway open to traffic (entire width), and/or overall project completion are the latest acceptable dates, with earlier dates acceptable. Note that The Contractor’s proposed construction phasing shall highlight their planned work in the Department’s evaluation following areas: • Construction of submitted bids shall include reviewing Trail A from Station 0+000 to 0+140 • Construction of Trail A from Station 0+220 to 0+399, including provisions to maintain traffic on the Preliminary Schedule including but not limited to Confederation trail during the benefit(s) concrete box installation. • Construction of earlier completion, bridge/roadway open to traffic (entire width), Detour Road • Installation of Pedestrian Underpass and overall project completion date. Utility crews (Aliant, Maritime Electric, etc.) may be carrying out work on site at various stages of the project. The Department will have separate Contractor’s onsite throughout the project for the installation of electrical components and signs. The Contractor shall coordinate their work schedules with all these crews and no additional compensation will be provided for any delays. Regular weekly job site meetings will be held to discuss job progress, environmental concerns, safety, traffic flow, etc. The Contractor shall make available for this meeting a representative with the authority to act for the Contractor as well as the Department deems required to reflect any circumstances that may cause the need for an updated ScheduleTraffic Control Manager.
