The Ministry of Finance believes that the risk factor described below represents the principal risk inherent in investing in the Bonds, but there may be other market-related risks associated with the Bonds which may not be considered significant risks by the Ministry of Finance based on information currently available to it or which it may not currently be able to anticipate. The risk factor described below is a contingency which may or may not occur.
