Proposed Changes. The Parties recognize that from time-to-time during the life of the Agreement, the need will arise for either party to propose changes to Agency personnel policies, practices, and/or working conditions, in accordance with 5 U.S.C. 7106(b)(2-3). This covers proposed changes that might affect all FEMA employees or only employees at a particular Region, location or facility.
