Program Delivery. Subrecipient shall utilize its grant to provide weekly and monthly activities for program participants at a reduced cost or at no cost. Funds shall be used to pay partial salary and benefits for the Program Director. The Subrecipient shall also provide support services, purchase consumables and supplies. The Subrecipient shall also provide support services for the program, which include the following: technical assistance, resource development, in-service training, support groups and ongoing learner assessment. The Subrecipient agrees to develop procedures and document the eligibility of each program participant receiving payment of admission fees. To document eligibility the Subrecipient shall use the census definition for “severely disabled” adults presumed to be low- to moderate-income. Definitions:
