Program Components. There shall be a Peer Assistance and Peer Review (PAPR) Program (hereafter referred to as 'Program") for all unit members. For the purposes of this article “review” refers to the peer coach’s review of the unit member progress in the PAPR Program. The Program shall have two distinct components:
