Preliminary Program Evaluation. STWC shall prepare, or cause to be prepared, for review and approval by COPR, a preliminary evaluation of the proposed Project including, but not limited to, market analysis, planned phasing, if any, Project schedule and timeline, Development Budget requirements, and alternative approaches to Project design and construction (the "Program Evaluation"). STWC and COPR shall jointly approve the final Program Evaluation. Based upon the agreed upon Project schedule and timeline, Development Budget requirements and the Concept Design, the Design Team shall, under the direction of STWC, prepare schematic design documents consisting of drawings and other documents illustrating the scale and relationship of each Facility to the respective Property (the "Schematic Design Documents"). STWC and COPR shall jointly approve the final Schematic Design Documents.

Preliminary Program Evaluation. FHRI shall prepare, for the review and approval of the Tribal Council, a preliminary evaluation of the proposed Project including, but not limited to a feasibility study, planned phasing, if any, schedule, Development Budget requirements, and alternative approaches to Project design and construction. Based upon the agreed-upon schedule, Development Budget requirements and design, the Architect shall prepare schematic design documents consisting of drawings and other documents illustrating the scale and relationship of the Gaming Facility, the Temporary Gaming Facility, if any, and any other Enterprise components, as well as a preliminary estimate of Enterprise costs based upon the proposed area, size and scope of the Enterprise.

Based upon the agreed-upon schedule, Development Budget requirements and conceptual design, the Design Team shall, under the direction of the Development Manager, prepare schematic design documents consisting of drawings and other documents illustrating the scale and relationship of the Facility, and any other Enterprise components, as well as a preliminary line-item estimate of Enterprise costs based upon the proposed area, size and scope of the Enterprise.
