Bill No. 1 Preliminaries The Council shall at all times have the right to summarily suspend the performance of the Contractor hereunder pending compliance by the Contractor with any requirement, regulation and/or direction referred to. The Council shall be entitled to set-off against any amount owed by the Council to the Contractor hereunder any loss or damage suffered by it as a result of the suspension of the Contractor's performance in the circumstances envisaged above.
