PRE-APPRENTICES. SECTION 1. In the event the Employer is entitled and desires to employ a pre-apprentice, the Employer shall select that person from the Joint Apprenticeship Committee apprentice applicant list. The Employer may select from that list at his discretion and shall notify the union prior to start date. In the event there are no suitable applicants on that list, the Employer may hire such employees from other sources and shall notify the union prior to start date and shall refer them to the Joint Apprenticeship Committee prior to their next meeting. No pre-apprentice shall be retained unless that person has qualified as an apprentice applicant. Pre-apprentices shall be enrolled as applicants for future openings in the apprenticeship program. Any hiring or layoff must keep the total union employees of the Employer in correct ratio at all times. Any apprentice of the employer on lay off at the effective date of this Agreement must be rehired before said employer is entitled to any pre-apprentice. Thereafter, the same conditions and ratio shall apply. The ratio of pre-apprentices to apprentices and journeymen shall be maintained at all times. SECTION 2. Effective May 28, 2017, iTi, SMOHIT, and NEMI, a total of seventeen cents ($0.17) has been deducted from the pre-apprentice base wage rate. Effective August 1, 2020, the deduction of ($0.17) shall cease and the employer shall pay the iTi, SMOHIT and NEMI contributions on all pre-apprentices after they become approved applicants.

SECTION 5pre-apprentices by the parties. Effective May 28, 2017, iTi, SMOHIT, and NEMI, a total Pre-apprentices shall receive forty five percent (45%) of seventeen cents wages after six ($0.176) has been deducted from accumulative months of employment within an eighteen (18) month period unless the pre-apprentice base wage rateresigns his/her position. Effective August 1If he/she resigns, 2020or is terminated, then, becomes re-employed, the deduction of ($0.17) shall cease and the employer shall pay the iTi, SMOHIT and NEMI six months starts over.
SECTION 2. Pension contributions on all provided for pre-apprentices after they become approved applicantsare defined in Addendum 1.

The Effective April 1, 2021, the hourly wage scale rate for pre-apprentices shall be forty between forty-seven percent (4047%) and fifty-six percent (56%) of the regular journeyman wage rate, depending on experience. There will be a wage increase by fifty cents ($.50) per hour after six (6) months. The Employer also agrees to make Health Fund contributions at the rate of journeymen sheet metal workerstwo dollars and twelve cents ($2.12) per hour, by each pre-apprentice commencing on the ninety-first (91st) day of employment as a pre-apprentice. Health and welfare coverage Pension contributions will be paid on all hours worked beginning with the first payroll period after ninety (90) days in the amount of five percent (5%) of the journeyman pension fund contribution on or after the effective date of this Agreement. The parties shall be the same as for journeyman sheet metal workersmake all necessary arrangements so that any pre-apprentice being reclassified shall experience no break in benefits coverage.
SECTION 51. Effective May 28Sheet Metal Workers’ shall complete OSHA 10/OSHA 30 training, 2017as well as any mandatory refresher course, iTias a condition of employment in the sheet metal industry. Such training shall be completed on the Employee’s time. The parties to this Agreement shall take appropriate steps to provide that the cost of any materials used in such training, SMOHITas well as the costs associated with providing instruction, shall be paid for by the Local Joint Apprenticeship and Training Fund.
SECTION 2. The parties are committed to maintaining a workplace that is safe, productive, and NEMIfree of alcohol and illegal drugs. Therefore, they shall establish a total of seventeen cents ($0.17) has been deducted from the pre-apprentice base wage rate. Effective August 1substance abuse program which will include, 2020as a minimum, the deduction following components: owner-mandated, reasonable suspicion, post-accident, and random drug and alcohol testing. In the case of ($0.17) random testing, the procedures shall cease be established and the employer administered in a manner so that such testing is conducted in a manner that is truly random. Any testing program shall pay the iTibe conducted on an industry wide basis, SMOHIT and NEMI contributions in conformity with all applicable laws. The parties shall establish an appropriate means of funding such testing activities on all pre-apprentices after they become approved applicantsan industry wide basis.

PRE-APPRENTICES. SECTION 1Steamfitters and Plumbers Local 464 Pre-Apprenticeship Program shall be a two (2) year program. In The selection process will be administered by the event Trustees of the Employer is entitled Steamfitters and desires to employ a Plumbers Local 464 Joint Apprenticeship Program. At the end of the second year of the pre-apprenticeapprenticeship, the Employer shall select that person from the Joint Apprenticeship Committee apprentice applicant list. The Employer may select from that list at his discretion and shall notify the union prior to start date. In the event there are no suitable applicants on that list, the Employer may hire such employees from other sources and shall notify the union prior to start date and shall refer them to the Joint Apprenticeship Committee prior to their next meeting. No pre-apprentice shall may be retained unless that person has qualified inserted as a direct entry into the apprenticeship program as a second year apprentice if there is an apprentice applicant. Pre-apprentices shall be enrolled as applicants for future openings opening in the apprenticeship program. PreIf there is no opening, he/she will remain as a pre-apprentices apprentice until an opening becomes available. The pre-apprentice shall attend classes during the two (2) years of the Pre- Apprenticeship Program. The class curriculum shall be granted on the following basis: JOURNEYMEN APPRENTICES PREsame as that of a first year apprentice of the Steamfitters and Plumbers Local 464 Joint Apprenticeship Program, however it will be taught over the course of two (2) years. The pre-APPRENTICES ETCapprentice may become a member of the local union after a six month probationary period, and will be subject to all conditions set forth in the Constitution of the United Association in regards to apprentices. EXAMPLE: If five An employer shall be eligible for a pre-apprentice under the following:
(5a) journeymen and An employer is eligible for one (1) pre-apprentice if at least one apprentice is employed by the employer;
(b) Once the employer has three (3) apprentices are employedin his/her employ, then a maximum of two (2) pre-apprentices may the employer shall be employed. Effective May 28, 2017, iTi, SMOHIT, and NEMI, a total of seventeen cents ($0.17.40) has been deducted from per hour into the Steamfitters and Plumbers Local 464 401(k) for each pre-apprentice base wage rateemployed. Effective August 1, 2020, The employer also agrees to contribute $4.00 per hour for every hour worked into the deduction of ($0.17) shall cease Health and the employer shall pay the iTi, SMOHIT and NEMI contributions on all Welfare Fund for each pre-apprentices after they become approved applicantsapprentice employed.
