The Posting Phase clause defines the period during which parties are required to submit or post certain information, documents, or funds as stipulated by the agreement. Typically, this phase outlines deadlines, the format for submissions, and the responsibilities of each party to ensure all necessary materials are provided before proceeding to the next stage of the contract. Its core function is to establish a clear and orderly process for the exchange of required items, thereby reducing misunderstandings and ensuring that all prerequisites are met before further contractual obligations are triggered.
Posting Phase. A solicitation formally begins when the Department posts a Notice of Solicitation in the Vendor Bid System (VBS). The VBS is the State of Florida’s system of record, and all competitive solicitations are posted there. Generally, the Notice of Solicitation posted in VBS consists of the solicitation number and name, as well as instructions for responding to the solicitation. Since July 1, 2003, the Department of Management Services has also used an online e-procurement system known as MFMP. Solicitations are conducted in the MFMP Sourcing application.
