Other Obligations and Encumbrances. The Issuer shall not issue any other obligations whatsoever, except Additional Bonds provided for in Section 2.11 hereof, payable from the Pledged Revenues, which rank prior to, or equally, as to lien on and source of and security for payment from the Pledged Revenues with the Bonds; and all obligations hereafter issued by the Issuer and payable from the Pledged Revenues, except such Additional Bonds, shall contain an express statement that such obligations are junior and subordinate as to lien on and source of and security for payment from such Pledged Revenues and in all other respects to the Bonds. The Issuer shall not create, or cause or permit to be created any debt, lien, pledge, assignment, encumbrance or any other charge having priority over or, except with respect to said Additional Bonds, being on a parity with the lien of the Bonds, and the interest thereon, upon any of the Pledged Revenues or upon the Project or any part thereof.
