Operative. All requests for training or educational activities shall be forwarded through supervisors to Executive Directors for approval. Executive Directors are requested to contact the Department’s Office of Finance and Human Relations to assure consistent application of this Article. Requests for training or education should not be unreasonably denied, subject to procedures stated in Article 20.1 of the Collective Bargaining Agreement.
