Observer/At. Sea Monitor coverage is mandated by a number of statutes and is an integral part of 26 the regulations. These authorities empower the observer/At‐Sea Monitor to perform certain 27 functions aboard vessels as well as afford protection to the observer/At‐Sea Monitor against 28 interference and intimidation in the course of performing his/her duties.
