New Employees and Recall List. No new Employees shall be hired unless all Employees on the recall list who are able to perform the work required have had an opportunity to be recalled subject to consideration of threshold qualifications. The recall list shall be maintained by the Employer and provided to the Union at least four (4) times per year.
