NEGOTIATING A SUCCESSOR AGREEMENT. The parties agree to enter into collective bargaining over a successor agreement no later than December l in the calendar year prior to the expiration of the Agreement as stated in Section 2.6. Any Agreement so negotiated shall be reduced to writing and signed after ratification by the parties. The District and the Association shall provide for and make every reasonable effort to conclude negotiations, including provisions for an effective date, a reopening date, and an expiration date, at a time to coincide, as nearly as possible, with the period during which the appropriate legislative bodies may act on the operating budget of the District.
