Common use of Local Switching Clause in Contracts

Local Switching. BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 to Mpower for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.6.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Talk America for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Talk America for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower SouthEast for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower SouthEast for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.6.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Louisville Telephone for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Louisville Telephone for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Global Connection for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Global Connection for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Lightyear for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Lightyear for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower IDS for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower IDS for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.6.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Choice Telephone Company for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Choice Telephone Company for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower CCI for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower CCI for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower CLEC-1 for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower CLEC-1 for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower API for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower API for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Granite for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Granite for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 9.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 9.1.3.3 to Mpower ITC^DeltaCom for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower ITC^DeltaCom for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.69.4.6.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Symtelco for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Symtelco for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Comm South for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Comm South for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 to Mpower IDS Long Distance for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower IDS Long Distance for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.6.

Local Switching. 7.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 7.1.2 to Mpower New Phone for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower New Phone for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.67.1.2.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower BTI for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower BTI for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.6.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower <<customer_name>> for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower <<customer_name>> for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower Xspedius for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Xspedius for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Southern Telecom for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.6.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower VELOCITY for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower VELOCITY for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.6.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower VarTec for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower VarTec for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower GulfPines for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower GulfPines for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower Choctaw for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Choctaw for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower DSL Telecom for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower DSL Telecom for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Navigator for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Navigator for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower Edge Connections for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Edge Connections for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower Knology for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Knology for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.6.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower NAS for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower NAS for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower NEW EDGE NETWORKS for the provision of a telecommunications service. BellSouth shall provide non-non- discriminatory access to packet switching capability on an unbundled basis to Mpower NEW EDGE NETWORKS for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.6.

Local Switching. BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 to Mpower CSI for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower CSI for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.6.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower CCI for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower CCI for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.6.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower SUN-TEL for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower SUN-TEL for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Gateway for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Gateway for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 to Mpower Money To Go for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.6.

Local Switching. BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 to Mpower Z-Tel for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Z-Tel for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.6.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Tristar for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Tristar for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 to Mpower Access One for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Access One for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.6.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower ABC Telcom for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower ABC Telcom for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower CGI for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower CGI for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 to Mpower CTES for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower CTES for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.6.

Local Switching. BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 to Mpower Accutel for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Accutel for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.6.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower Broadslate for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Broadslate for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower IDS Telcom for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower IDS Telcom for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 to Mpower NA Communications for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower NA Communications for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.6.

Local Switching. BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 to Mpower Xxxxxxx for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Xxxxxxx for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.6.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower Sail NetWorks for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Sail NetWorks for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.6.

Local Switching. 7.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 7.1.2 to Mpower BroadRiver for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower BroadRiver for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.67.1.2.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Money To Go for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Money To Go for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 7.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 7.1.2 to Mpower Southern Light for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Southern Light for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.67.1.2.

Local Switching. BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 to Mpower Xxxxx 0 for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Level 3 for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.6.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Access Point for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Access Point for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower DSL for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower DSL for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Xxxx Communications for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower ZNC for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower ZNC for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower Lightyear for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Lightyear for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Telson for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.6.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Access America for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Access America for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower eXpeTel for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower eXpeTel for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower ConnectNow! for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower ConnectNow! for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Southern Digital for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Southern Digital for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower MRC for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower MRC for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower Preferred for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Preferred for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.6.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Actel for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Actel for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower A-Tech Telecom for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower A-Tech Telecom for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower NAS for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower NAS for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower aXessa for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower aXessa for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower Communication Services Integrated, Inc. for the provision of a telecommunications service. BellSouth shall provide non-non- discriminatory access to packet switching capability on an unbundled basis to Mpower Communication Services Integrated, Inc. for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower 1-800 RECONEX, Inc. for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower 1-800 RECONEX, Inc. for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower ALTICOMM for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower ALTICOMM for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower LCT for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower LCT for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower Actel for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Actel for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower Community for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Community for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.6.

Local Switching. BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 to Mpower World Access for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.6.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower DukeNet for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower DukeNet for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower Newcomm for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.6.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower World Access for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower World Access for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower LS-One for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower LS-One for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.4.

Local Switching. 7.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 7.1.2 to Mpower Connect! for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Connect! for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.67.1.2.

Local Switching. BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 to Mpower Alliance for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Alliance for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.6.

Local Switching. 4.1.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 4.1.3.3 to Mpower New Access for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to local circuit switching capability, and local tandem switching capability, on an unbundled basis, except as set forth below in Section 3.1.3 to Mpower NewSouth for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Southern Telcom for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower Delta Phones for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.

Local Switching. 4.1 BellSouth shall provide non-discriminatory access to local circuit switching capability, capability and local tandem switching capability, capability on an unbundled basis, except as set forth in the Sections below in Section 3.1.3 to Mpower EPICUS for the provision of a telecommunications service. BellSouth shall provide non-discriminatory access to packet switching capability on an unbundled basis to Mpower EPICUS for the provision of a telecommunications service only in the limited circumstance described below in Section 3.3.4.64.5.
