Alternate members shall have the right to vote only when replacing a regular committee member who is absent. 4. The committee shall establish a meeting schedule. 5. Either party may engage advisors to assist its representatives on the JJEC. Any such advisor shall be entitled to voice opinions but not to vote and shall not be considered to be a member of the committee.
