Issuance of Permits. The Town shall not issue any permit for development of the Subdivision or any portion of it, except permits for the completion of the Improvements, unless the Improvements that serve the portion of the Subdivision for which the permit is sought have been completed or are secured by acceptable assurances on file with the Town.
