Introduction/Background. 2.1. This is the Initial Agreement between NHS Grampian, NHS Highland, NHS Orkney, NHS Shetland, NHS Tayside and NHS Western Isles to develop a Regional Tier 4 Specialist Network and Young People’s Unit for Adolescents with Severe and Complex Mental Health Disorders. 2.2. National, regional and local strategies have indicated that there is a need to develop Tier 4 services for young people with severe and complex mental health disorders in the NHS Board areas covering the North of Scotland. 2.3. In April 2007, the North of Scotland Planning Group (NoSPG) approved the establishment of an interim Project Board to develop an Initial Agreement outlining the longerterm requirements for the redevelopment and expansion of the Tier 4 service provision for young people (12 – 18 years) with severe and complex mental health disorders, within the context of a regional network for Child and Adolescent Mental Health Services (CAMHS).
