Interim Bargaining. Should either party wish to reopen the Agreement to negotiate a change, they shall serve written notice upon the other party and specify the exact proposal to be negotiated. The other side may decline to negotiate and the parties agree not to make changes or bring the matter up again until normal Agreement negotiations time.
