SUBRECIPIENT certifies that none of the funds provided by this Subrecipient Agreement have been paid or will be paid by or on behalf of SUBRECIPIENT to any person for influencing or attempting to influence an officer or employee of any governmental agency, a member, officer or employee of Congress or the State Legislature in connection with the awarding, continuation, renewal, amendment, or modification of this Agreement and any other contract, loan or cooperative agreement.
